Foreign Workers Medical Insurance - Compulsory Insurance wef 1 Jan 2008

The Singapore government, through the Ministry of Manpower (MOM)*, will require employers to purchase and maintain insurance for the medical expenses of foreign workers (including domestic maids) from 1 January 2008. This requirement is being implemented in tandem with the withdrawal of healthcare subsidies for foreigners, which was previously announced by the Ministry of Health.

The requirement will apply to:

• All new and existing foreign workers on Work Permit or S Pass from 1 January 2008.

• All new foreign domestic workers, and existing foreign domestic workers when employers renew their Work Permits, from 1 January 2008

Thus far, NTUC Income Insurance has one of the most competitive packages as follows (for 1-5 foreign workers):

It is important to note that under the Conditions of Work Permits, employers are responsible for the upkeep and maintenance of their foreign workers, including provision of medical treatment. As such, even without such medical insurance, employers are still liable and even if employers bought such insurance and the limit of the policies have been reached, the employers are responsible for the rest. This is highlighted in the aforesaid MOM letter.
